In an effort leveled at mobilizing more resources for Universal Health Coverage, the administration of Nyamira Governor H.E.John Nyagarama has embraced the Public Private Partnership (PPP) Unit of the National Treasury to help her develop a new hospital.
The County Health Executive Mr.Douglas Oseko Bosire disclosed early today that all modalities had been put in place via PPP to help develop a new Greenfield Specialized Hospital in Nyamira just next to existing Nyamira County Referral Hospital.
“I am happy to inform you that on November 30th, 2018, we received the official approval of our project proposal by PPP Committee thus paving way for the proposed project to progress to the feasibility study stage. What we are witnessing here today is the set-up and operationalization of two critical institutions in delivery of this next phase namely the PPP Node and the Project Appraisal Team (PAT) pursuant to the PPP Act 2013”, said Bosire at an induction meeting early today at the Guardian Hotel.
According to Bosire, the construction and realization of the Greenfield specialized hospital is anchored in Governor John Nyagarama’s Big Four Agenda where provision of Universal Health Coverage is key.
The new specialized hospital will help in scaling up and sustaining interventions for disease prevention, control and treatment.
Bosire noted that PPP makes sustainability of health financing the most essential aspect of a financing strategy for health sector in Nyamira and indeed Kenya even as the leadership angles to transfer risk via partnership.
“We are doing all this while ensuring efficiency in health service delivery”.
According to Bosire, the induction between Nyamira County Level 5 Hospital PPP Node and PAT is aimed at sensitizing Nyamira County Government Technical, legal, Financial and other stakeholders about PPP framework.
The meeting also aims at up scaling official engagement with the County PPP Node and Project Appraisal Team.
Speaking at the same venue, PPP Unit Senior Deputy Director Ms.Judith Nyakawa noted that participants will now understand the obligation of the PPP Unit and the Contracting Authority who is Nyamira County Government.
“Our aim going forward, is to be open up since the process is simply clear all through.
Let us look into the Terms of Reference (TOR) of the Transaction Advisor. We will also do visitation to the proposed site for the 350-bed capacity at the Nyamira Level 5 Referral Hospital”.
The yet to be built hospital will be erected on an identified and reserved 10 acre Government piece of land.
According to the Health Department Chief officer Dr.Jack Magara, despite Nyamira County hospital having officially attained Level 5 status in the year 2017 courtesy of enormous investment by the County Government, many patients are still referred outside the county due to certain specialized services.
“This does not only drain the economic resources of households but further impoverishes them socially and emotionally” , said Dr.Magara adding that it is against the very backdrop that the Health Department has been working with the PPP Unit of the National Treasury since the year 2014 to help develop a new Greenfield specialized hospital in Nyamira.
