No February salaries as Supplementary budget figures remain a top secret in Kisii

Kisii County employees are expecting a tough month after the County Government announced its decision of not paying the February salary on time due to lack of funds.

In a letter dated 3rd March 2020 from the office of the county executive committee, the County cited delay in disbursement of funds from the National Treasury.

“We wish to notify all our employees that we will not be able to pay our February 2020 salaries on time. This has been occasioned by delayed disbursement of funds from the National Treasury. It’s expected that the salaries will be paid once the funds have been disbursed,” Read part of the letter.

The letter came the same day when the Kisii County Governor James Ongwae received a supplementary budget which its figures were kept secret from the Media. Not even a single MCA nor the County bosses were willing to reveal the figures.

Elijah Kombo the former Kitutu Chache North MP aspirant termed the move as a breach of the resident’s right of access to information through the media.

“It’s absolutely wrong to deny the public access to information which can only be disseminated through the media. You see the problem i have with Kisii County is lack of separation of powers. MCA are merely stooges held so tightly by the executive,” Said Kombo in a statement.

According to information from a reliable source who sought anonymity, the Kisii County MCA’s were given an executive treat to allow the supplementary go through the Assembly.

Hinting at it on Tuesday during his address to the press while receiving the budget, the Kisii Governor James Ongwae congratulated the Kisii County MCAs of not Muscling with him.
