KeRRA hasn’t done much but it needs to be applauded for what has done and what it’s doing; providing Adequate, Quality, Safe and Efficient rural road network.
Remember it is this KeRRA that developing, rehabilitating, maintaining and managing rural roads in this world called Kenya.So it is the duty of KeRRA to: construct rural roads, upgrade rural roads, maintain rural roads, control reserves for rural roads, ensure adherence by motorists to the rules and guidelines on axle load control as indicated by the Traffic Act, ensure that the quality of road works is as required by the ministry.
Also it is the duty of KeRRA to collaborate with Transport and Police Department to oversee traffic management and road safety issues in rural roads.
ALL THE ABOVE STATED DUTIES/ROLES of KeRRA SUMS to: the provision of Adequate, Quality and Efficient rural roads network. Now, for the sake of integrity, we should appreciate KeRRA for providing rural road network that is of poor quality, inefficient and inadequate in rural areas. Good examples are standing in every part of the country i.e. majority of roads that were constructed when KeRRA came into force have never lasted for 5years even those under construction still need repairs even before they are complete.
KERRA has failed and is failing to provide safe and efficient road networks because it has allowed goons and quacks to manage and maintain roads in rural areas. A good example is Kamagambo-Riosiri-Nyansembe road. When I traveled through newly constructed Kamagambo-Riosiri-Nyansembe road (South Mugirango) by then it was in good condition.
Imagine how I felt! For the first time I travelled on the only and first all weather road in South Mugirango. And of recent, it is no longer in the condition it should be since KeRRA left maintenance and management role of the road to quacks. It is this quacks that have erected illegal mounds in form of slow bumps on after every 0.5KMs.
IFIKIE KERRA, the slow bumps erected by the goons is causing the following damages:
slow response time of emergency vehicles,
increased noise and pollution for residents living immediately adjacent to the speed
damage to some vehicles,
increased traffic noise, especially when large goods vehicles pass by,
discomfort for drivers and passengers;
spinal damage and aggravate chronic backache,
problems for emergency services and buses,
increased pollution as traffic travels in a lower gear using significantly more fuel per kilometer and
increased noise by creating tire-to-bump thumping and increasing the amount of enginerevving.
KeRRA should revise and help its employees adhere to the core values to letter; Good Governance translating to increased trust & enhanced sustainability, positive, low cost of capital, minimal wastages, risks, corruption and mismanagement.
Atriotism Inclusiveness, Equality, Social Justice, Integrity, Professionalism, Economic Use of Resources, Leadership, Creativity, Teamwork, Reliability in Service Delivery, Sustainable Development, Equity, Transparency and Accountability. With all this adhered to possibly road accidents will reduce, road maintenance cost will go down and so vehicle maintenance costs, increased comfort to drivers and so their passengers also will be realized.
